Gov. Brown Acts to Protect Homeowners Installing Artificial Turf

California homeowners who replace their water-gulping grass lawns with artificial turf in response to the drought would be protected from sanctions by homeowner associations under one of 10 bills signed Friday by Gov. Jerry Brown.

Assemblywoman Lorena Gonzalez (D-San Diego) introduced the measure, which prohibits homeowner associations from barring the installation of synthetic turf, a drought-conscious alternative to grass lawns.

Turf Protection for HOA Members Advances

A bill allowing residents of homeowners associations to install artificial turf without fear of fines was approved unanimously this week by the Senate Judiciary Committee.

The measure by Assemblywoman Lorena Gonzalez, D-San Diego, was overwhelmingly approved in the Assembly in May and subsequently had been endorsed by another Senate panel. Assembly Bill 349 is now headed to the full Senate for a vote.

Sacramento Considers Lifting Longtime Ban on Artificial Turf

Barry Ann Friedman’s small midtown lawn is holding up to the drought amazingly well, with grass several shades darker than some of its parched-looking neighbors.

It’s also fake, and illegal under a city ordinance adopted three decades ago that prohibits synthetic turf in Sacramento’s front yards. Sitting on her front porch earlier this week, Friedman said she didn’t know that when she paid around $3,300 two years ago to have a contractor install the closely cropped faux grass.

Bill to Protect Fake Grass in HOAs Advances

A bill that would allow Californians who live in homeowner associations to replace their lawns with artificial turf, without fear of fines, easily passed its first hurdle in the state Assembly on Wednesday.

By a 7-0 vote, the Assembly Housing and Community Development Committee approved the legislation, which is authored by Assemblywoman Lorena Gonzalez, D-San Diego, and sponsored by the San Diego County Water Authority.
